Romanian Government Scholarship 2026–2027 (Ministry of Foreign Affairs) | Fully-Funded

The Government of Romania, through the Ministry of Foreign Affairs of Romania, is offering fully funded scholarships for the 2026–2027 academic year to citizens from non-EU countries.

The scholarship supports studies at accredited higher education institutions in Romania for Bachelor’s, Master’s, and PhD levels.

Applicants can choose programs in almost all academic fields except Medicine, Dental Medicine, and Pharmacy.

For Bachelor’s and Master’s degrees, studies are conducted only in Romanian language to promote Romanian culture and language. A one-year Romanian language preparatory course is provided for students who do not speak Romanian.

PhD candidates may choose to study in Romanian or in a foreign language (depending on the doctoral school). Doctoral applicants must obtain prior written agreement from a supervisor before applying.


Eligibility:

The scholarship is open to:

  • Citizens of non-EU countries

Not eligible:

  • Citizens of Romanian origin or part of Romanian historical communities
  • Individuals with protection status in Romania
  • Diplomatic/consular staff and their family members
  • Staff of international organizations based in Romania
  • Those already benefiting from a Romanian state scholarship for the same study cycle

Applicants must:

  • Submit a complete online application file
  • Hold diplomas from accredited institutions
  • Have a minimum academic average of 7/10 (Romanian grading system) or equivalent “Good” score
  • Respect the application methodology and deadline

Selected scholars will receive:

  • Full tuition fee coverage
  • Free Romanian language preparatory year (if required)
  • Monthly scholarship stipend
  • Free or subsidized accommodation in student dormitories (subject to availability)
  • Exemption from registration and admission fees
  • Tuition financing for the entire duration of the study cycle

Note:

  • Scholars must cover visa application costs.
  • The scholarship is cancelled if academic performance or attendance requirements are not met.


Deadline:

  • Application opens: 16 February 2026
  • Application deadline: 31 March 2026
  • Results announced: Around 15 July 2026

Applications submitted outside the official online platform will NOT be considered.

Required documents include:

  • Academic diplomas and transcripts (with authorized translations if required)
  • Birth certificate
  • Passport copy (first three pages)
  • Curriculum Vitae
  • For PhD: Letter of intent + research proposal + supervisor agreement
  • Additional documents depending on applicant category

All documents must be scanned separately in PDF format and properly legalized (apostilled or authenticated).

After selection, admitted candidates will receive a “Letter of Acceptance” required to apply for a long-stay study visa.
